
헌법 개정은 문제 자체가 매우 포괄적이고 다면적인 성격을 지니는 과제다. 그런 만큼 개헌문제를 다루는 데 있어 실로 다양한 시각과 관점을 포괄하고 융합하는 일은 필수불가결적인 과제다. 범분과과학적인 협동전략을 필요로 하는 이유 가운데 하나다. 이로 인해 여기에서는 법학, 정치학, 사회학, 행정학, 정책학 분야 전문가들이 개헌과 관련된 주제를 어떻게 인식하고 주문하는지를 비교 검토해 볼 수 있는 토대를 마련해 보고자 했다. 촛불 혁명이후 국민주동의 개헌에 대한 사회적 요구가 분출하면서 이에 조응하는 사회운동의 한 양식으로 분야별 전문가들의 의견을 모아 종합적이고 복합적인 차원에서 개헌문제를 조망하는 데에 일조하고자 한 노력의 결과물이기도 하다. 이 책 발간으로 개헌문제를 바라보는 데 있어 보다 더 응집되고 정련된 관점에서 논의를 전개할 수 있게 되기를 소망하는 마음이 크다.
Dr. Park Jai-Chang earned his doctorate in Public Administration from the State University of New York at Albany and is serving as an Endowed Chair Professor of Hankuk University of Foreign Studies in Seoul, Korea.
He has served as president of major professional associations: Korean Association for Public Administration, Korean Association of NGO Studies, Association of International Area Studies of Korea. He was guest professors as: Humboldt Foundation Scholar at Free University of Berlin, Fulbright Scholar of UC Berkeley, Visiting Professor at Doshisha University, Visiting Scholar at Chiang Mai Rajabjat University and Congressional Fellow of American Political Science Association.
He has led many civil society organizations as: President of Ombudsman Forum, President of Civil Society Forum, National Executive Board Chairman of Voters Association for Clean Election, Co-president of National Citizen’s Alliance for Fair Election, and President of Asian and Pacific Alliance of YMCAs. He has hosted several news commentary programs at four major radio broadcasting systems and contributed many columns to major daily news papers.
He co-chaired Presidential Commission on Devolution Promotion for Local Authorities with Prime Minister and chaired several policy advisory committees of government: Ministry of Government Administration and Home Affairs, Ministry of Environmental Affairs, Korea Independent Commission against Corruption, Ombudsman of Korea, and Special Committee on Political Reform of Ruling Saenuri Party.
