코로나-19의 범지구적인 확산으로 인해 인류 문명이 궤를 달리할 것이라는 관측이 적지 않다. 이런 가운데 미국 하와이대의 짐 데이터(Jim Dator) 교수는 코로나-19로 바뀔 세상이 어떻게 펼쳐지더라도 한국이 해야 할 ‘3가지 도전’을 주문했다. 첫째 더 이상 선진국을 따라가지 말고 스스로 선도국가가 될 것. 둘째 지금껏 한국을 발전시켜온 경제와 정치의 논리가 미래에는 통하지 않을 것이니, 21세기 한국에 어울리는 새로운 길을 찾는 데 앞장 설 것. 셋째 더는 기존 동맹에만 의지하지 말고, 외교관계를 다극화할 것. “미래는 예측하는 것이 아니라, 꿈꾸고 만들어나가는 것”이라고도 말했다. 지구촌 선도국가들 사이의 틈새를 비집고 우리가 “성인 한국”으로 다시 태어나기에 절호의 기회가 다가왔음을 알리는 것에 다름 아니다. 코로나 사태가 아니더라도 이 책은 이미 한국이 그런 길을 모색해 나가야 하는 성인에 이르렀다고 보았다. 그런 뜻에서 첫째, 지구시민사회를 개척하는 선도 국가가 될 것. 둘째, 협력적 지구 거버넌스를 통해 21세기 한국 사회의 발전 전략을 모색할 것. 셋째, 주변 강대국 중심주의에서 벗어나 지구 시민사회를 상대로 펼치는 외교의 초다극화 전략에 나설 것을 주문한다. 이를 위해 국제관계에서의 NGO 역할에 주목하면서 정책과제로 시민외교, 이민정책, 민족주의를 다루고, 서비스 전달 과제로는 지구 시민교육, 국제 자연재해 구호, 개발협력에서의 역량강화 문제를 다루고자 한다. “물이 들어올 때 배를 띄우고자 하는 꿈”에 목마른 이들에게 일독을 권한다.
Dr. Park Jai-Chang earned his doctorate in Public Administration from the State University of New York at Albany and is serving as an Endowed Chair Professor of Hankuk University of Foreign Studies in Seoul, Korea.
He has served as president of major professional associations: Korean Association for Public Administration, Korean Association of NGO Studies, Association of International Area Studies of Korea. He was guest professors as: Humboldt Foundation Scholar at Free University of Berlin, Fulbright Scholar of UC Berkeley, Visiting Professor at Doshisha University, Visiting Scholar at Chiang Mai Rajabjat University and Congressional Fellow of American Political Science Association.
He has led many civil society organizations as: President of Ombudsman Forum, President of Civil Society Forum, National Executive Board Chairman of Voters Association for Clean Election, Co-president of National Citizen’s Alliance for Fair Election, and President of Asian and Pacific Alliance of YMCAs. He has hosted several news commentary programs at four major radio broadcasting systems and contributed many columns to major daily news papers.
He co-chaired Presidential Commission on Devolution Promotion for Local Authorities with Prime Minister and chaired several policy advisory committees of government: Ministry of Government Administration and Home Affairs, Ministry of Environmental Affairs, Korea Independent Commission against Corruption, Ombudsman of Korea, and Special Committee on Political Reform of Ruling Saenuri Party.
