가장 효과적인 민주시민교육은 시민의 직접적인 현장참여를 통해 이루어진다. 그 가운데에서도 다양한 양식의 토론과정을 기획하고 참여하여 스스로를 훈련하는 일은 가장 필요로 하는 과제 가운데 하나다. 일상의 지근거리에서 보다 많은 논찬의 장이 열린다는 것은 시민교육의 기회가 확대된다는 의미이기도 하지만 시민정치가 일상의 생활 속으로 이동한다는 뜻이 된다. 생활정치의 시대가 열리는 것이다. 이는 다시 분권사회를 열어 정치의 중추가 지역사회로 이동한다는 의미로 들리는 일이기도 한다. 이 책은 이런 현실인식과 시대적 소명에 대한 응답의 하나로 국정개혁의 대안들을 모색하는 과정에서 지난 십여 년간 발표했던 단문들을 모아 엮어낸 결과물이다. 따라서 이 책에서는 지구화 시대와 미래비전(제1장), 국정개혁과 거버넌스(제2장), 정치발전과 민주시민교육(제3장), 지방분권과 시민사회(제4장)의 과제들을 다루고 있다. 함께 가는 새 길을 여는 데 있어 작은 주춧돌이라도 되었으면 하는 바람으로 빚었다. 아무쪼록 일독 후 많은 비판과 조언이 있기를 고대한다. - ‘서문’ 중에서
Dr. Park Jai-Chang earned his doctorate in Public Administration from the State University of New York at Albany and is serving as an Endowed Chair Professor of Hankuk University of Foreign Studies in Seoul, Korea.
He has served as president of major professional associations: Korean Association for Public Administration, Korean Association of NGO Studies, Association of International Area Studies of Korea. He was guest professors as: Humboldt Foundation Scholar at Free University of Berlin, Fulbright Scholar of UC Berkeley, Visiting Professor at Doshisha University, Visiting Scholar at Chiang Mai Rajabjat University and Congressional Fellow of American Political Science Association.
He has led many civil society organizations as: President of Ombudsman Forum, President of Civil Society Forum, National Executive Board Chairman of Voters Association for Clean Election, Co-president of National Citizen’s Alliance for Fair Election, and President of Asian and Pacific Alliance of YMCAs. He has hosted several news commentary programs at four major radio broadcasting systems and contributed many columns to major daily news papers.
He co-chaired Presidential Commission on Devolution Promotion for Local Authorities with Prime Minister and chaired several policy advisory committees of government: Ministry of Government Administration and Home Affairs, Ministry of Environmental Affairs, Korea Independent Commission against Corruption, Ombudsman of Korea, and Special Committee on Political Reform of Ruling Saenuri Party.
