적폐청산이 정치투쟁의 슬로건처럼 되었다. 그러나 적폐청산은 절반만 맞고 절반은 틀린 말이다. 현대 행정국가가 적폐로 얼룩졌다는 말은 맞다. 그러나 그 적폐가 국가에 의해 청산 가능하다는 생각은 틀렸다.현대 행정국가는 실로 오랜 동안 초이성적 판단의 주체이자 무오류의 집행 주체로 인식되어 왔다. 따라서 정부의 실패는 국가의 탄생 이후 그를 운영하는 과정에서 생기는 병리적, 부분적, 예외적 현상으로 간주되었다. 그러나 정부의 실패는 기실 근대 민주정체의 탄생과 더불어 잉태되어 있는 본질 문제 가운데 하나다. 따라서 일상적, 전반적, 보편적이다. 그런 점에서 웨버리언 모델 이후 지속되어 온 정통 행정학의 일반 이론은 그의 가정적 전제가 틀렸다. 현대 행정국가는 그의 디자인 자체가 불완전할 뿐만 아니라 정보사회의 도래 이후 기계론적 시각에 기초한 운영체계의 실패가 불가피하게 되었다. 국가가 국가의 문제를 해결한다는 것은 성취 불가능한 약속인 셈이다. 이제 정부의 실패로 인한 국민고충이 언제 어디에나 편재하는 만큼 이의 해결 쪽으로 국정의 중심축을 이동해야 마땅한 때가 되었다. 국민고충을 근원적, 종국적으로 해결하고자 하는 옴부즈만을 현대 행정국가의 본질적, 예견적, 선제적 구성요소로 삼아야 하는 이유다. 다양하게 분산되어 있는 옴부즈만 역할 수행기관들을 묶어 네트워크로 연결하고 입법부, 행정부, 사법부에 이은 제4부로 격상시켜 다루도록 하자. 적폐청산의 항구적인 길을 여는 일에 나서보자!
Dr. Park Jai-Chang earned his doctorate in Public Administration from the State University of New York at Albany and is serving as an Endowed Chair Professor of Hankuk University of Foreign Studies in Seoul, Korea.
He has served as president of major professional associations: Korean Association for Public Administration, Korean Association of NGO Studies, Association of International Area Studies of Korea. He was guest professors as: Humboldt Foundation Scholar at Free University of Berlin, Fulbright Scholar of UC Berkeley, Visiting Professor at Doshisha University, Visiting Scholar at Chiang Mai Rajabjat University and Congressional Fellow of American Political Science Association.
He has led many civil society organizations as: President of Ombudsman Forum, President of Civil Society Forum, National Executive Board Chairman of Voters Association for Clean Election, Co-president of National Citizen’s Alliance for Fair Election, and President of Asian and Pacific Alliance of YMCAs. He has hosted several news commentary programs at four major radio broadcasting systems and contributed many columns to major daily news papers.
He co-chaired Presidential Commission on Devolution Promotion for Local Authorities with Prime Minister and chaired several policy advisory committees of government: Ministry of Government Administration and Home Affairs, Ministry of Environmental Affairs, Korea Independent Commission against Corruption, Ombudsman of Korea, and Special Committee on Political Reform of Ruling Saenuri Party.
